UK Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a latest poll of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of assets to balance the books.

Growing Fiscal Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for selling playing fields and open spaces to support their finances, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition noted that a significant number of authorities attempting to raise money from a fire sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and utilising financial reserves to weather increasing fiscal pressures.”

Detailed Examples of Planned Disposals

One local authority in Kent announced its asset disposal plan featured the sale of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Increases and Broader Financial Pressures

The survey of councils in the coalition, which covers several urban centers, also found that more than 70% of councils will have to increase council taxes next spring to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and financial savings,” said a council leader.

He added: “We face population challenges which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of regional authorities this week also found council budgets being strained by the growing number of young people and older individuals requiring Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (IMD) covering English councils, several participating urban areas were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges facing municipal officials across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that accounts for and responds to the real levels of deprivation and need,” stated Michael Mordey.

“Without this, councils will continue to face impossible choices around which essential services to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the last year, the survey revealed.
